Each year, the Department of Health and Human Services (HHS) updates the federal poverty guidelines, which are then used to determine eligibility for Medicaid, the Medicare Savings Programs, and the Medicare Part D Low-Income Subsidy (LIS or “Extra Help”). The 2019 federal poverty level (FPL) is $12,490 for an individual and $16,910 for a household of two.
